Can We Solve Our Garbage Problem?

This article provides the results of a state-by-state survey of the U.S. municipal solid waste management practices. Solid waste aka ‘garbage” is a cultural, economical and environmental issue that remains to be solved.

This is a useful survey that is in its 16th year. The data gives us a broad view of the trends in the United States. One surprising result is the increase of solid waste landfills from the last survey two years earlier as landfills are subject to Not In My Back Yard (NIMBY) syndrome. Not surprisingly, we have increased our solid waste tonnage per person and thereby our annual tonnage rates for collection, storage, transportation and disposal or reuse/recycling. Municipalities strive to look for ways to incenticize reuse/recycling rather than disposal in landfills as these landfills are rapidly running out of capacity to accept more wastes.

There are several innovative approaches to use the “carrot” rather than the “stick” to increase recycling rates. One approach that is having some success is Pay As You Throw (PAYT) programs. This is where municipalities put a fee on any additional garbage cans above your normal allotment and lead to you to reduce that amount by putting recyclables in the designated recycle bin ( usually roller bins). This has markedly increased recycling rates in many cities. Another innovative “carrot” concept is by a company called Recyclebank that provides a designated community a special recycle roller bin that has a chip that weighs your recycle waste at pick-up and depending on your increase, will give you coupons to your local merchant stores or national chains on products up to a certain limit e.g. $35/month. This is being tried in several communities across the country. Another company “Big Belly” provides waste baskets that can be placed in strategic areas such as downtown areas and compact the trash thereby reducing the number of pick-ups and costs and is powered by a solar panel. However, as we continue to encourage recycling to reduce disposal, the recycle market is decreasing thereby creating another problem.

Other areas of significant activity include capturing methane gas from landfills to food composting. As the “garbage” problem will not go away, more innovations will continue in our quest to solve the solid waste problem in the United States.
